How do I add a plan to Planning?

Open the project, choose the Planning tab and click Add plan.

The New plan window asks for Title, Category, Applies to and Description, all required. There is no status to choose: a new plan starts In progress, with no votes and no approval to wait for, and the agent that finishes the work marks it Completed.

Write the title as a short sentence, for example Move sessions to the database; Category says what kind of work it is and starts on Feature; Applies to says whether the plan concerns Staging, Production or Both, the starting choice; and the Description says what the plan is about and why, including what agents must not do any more: agents read it before every change. Click Save, or press Enter in the title or Ctrl+Enter anywhere (Esc cancels): SyncNow first runs an AI check for duplicates and conflicts, which you see only when it finds one, and then adds the plan to the Planning that agents read.

The window has no priority, affected modules or dependencies: agents set those with project_program, a plan added in the app has Normal priority, and editing a plan in the app keeps what it already has. The project's target state is no longer shown or set in the app: agents keep it with project_program. What the AI check does is explained in What is the AI check that runs when I save a planning item?.
