When an agent closes its session, finish_session invites it, without ever requiring it, to leave what the project still lacks: plans with suggest_planning, additions to Planning suggestions that are still open with refine_suggestions, and questions for the project's other agents with questions. An agent never suggests rules: since version 13.2.49.74 every item it sends in suggest_environment comes back rejected and nothing is stored, because only people write the Rules, and an agent that thinks a rule is missing or wrong asks in Conversations. The feedback line about SyncNow stays mandatory, and before proposing, the agent can read what is already suggested, dismissed or deleted with list_suggestions.
The server checks every item again: a suggestion with the same fingerprint as, or words too close to, one that is open, accepted, dismissed or deleted, or that a plan already covers, is not added, and a question already asked or answered is not asked again. The agent gets one outcome per item: added, refined, duplicate of an existing one, previously dismissed, or rejected with the reason. A session closes normally without any of these fields.
The plans it suggests appear in the Suggestions panel of Planning with a line such as Andrea ยท 9 Oct 2026, the team member the agent works for and the day it suggested them, and become plans only when someone on the team accepts them, still shown as proposed by Andrea; the questions it leaves are asked in Conversations like any question an agent asks. Dismissed suggestions are never proposed again, by SyncNow or by the agents, also after their text is removed for good 30 days after the dismissal, because their fingerprint stays: see Where do the suggested next steps in Planning come from?.
