Rules are written only by people, the owner and the managers, with Add rule. Since version 13.2.49.74 the Rules page has no Suggestions panel: SyncNow proposes no facts, checks, drifts or missing information there, with or without AI, and the earlier environment suggestions are no longer shown.
Agents cannot propose rules either: at the end of a session every item of suggest_environment comes back rejected and nothing is stored, and a change to the Rules sent with project_program is refused with ERR_RULES_PEOPLE_ONLY. An agent that thinks a rule is missing, wrong or out of date is told to ask the people of the project in Conversations, naming the rule by its code and saying why, and to follow it until a person changes it.
The only AI involved is the check when you save a rule: the SyncNow server asks AI whether the rule repeats or contradicts another rule of the same section or an open plan, and you see it only when it finds one, with Save anyway. Suggested next steps stay in Planning: see Where do the suggested next steps in Planning come from?.
