An empty tab is not an error: it means nobody has written a rule there yet; next to its name it says No rules, and the page says so, for example No staging rules yet. Add one: agents follow it whenever they work on staging. Since version 13.2.49.74 there are no categories a project is expected to state, so a tab is never Incomplete, Needs verification or Unknown, and the Overview never asks you to complete it.
Agents are told the same: when no rule has been written, open_project and planning_preflight say that this project has none yet and that people write them on the Rules page. A project added before this version is empty too once the facts the Environment held are removed: see What happened to the facts SyncNow measured on my site, and to the rest of the Environment?.
Write only what agents must really respect, in plain words, in the tab it concerns: the earlier Describe staging and There is no staging choices are gone, and a Staging tab without rules is simply empty. To add one, see How do I add, change or remove a rule?.
